Stakeholder analysis for engaging with local actors in Syria
During the course of the conflict, Syria has witnessed a proliferation of actors participating in the conflict and multiple alternative centres of governance have evolved. The international community is facing massive difficulties keeping track of these developments and in knowing how to engage them most effectively. As part of the attempts to form a strategy for recovery and sustainable peace in a post-agreement Syria, UNDP and the UN Department for Political Affairs asked Concord Consulting to conduct an analysis of key actors and formal and informal institutions in Syria. Through stakeholder consultations, interviews and a literature review, Concord Consulting provided an overview of the conflict’s main stakeholders and outlined challenges and opportunities for manoeuvring in the context of the conflict, which have fed into the UN System’s collective planning efforts.
